This rule checks that the supplier contact telephone number (BT-42) contains at least three digits. It is advisory (warning), so a value with fewer than three digits is reported but does not reject the invoice. The test ignores surrounding whitespace and looks for at least three digit characters anywhere in cbc:Telephone (UBL) or ram:TelephoneUniversalCommunication/ram:CompleteNumber (CII).

Change the supplier contact telephone number so that the value contains at least three digits, for example by including the area code. The rule does not require a specific phone number format beyond having three digits.
