[BR-DEX-12] Das Element "Third party payment description" BT-DEX-003 muss übermittelt werden, wenn die Gruppe "THIRD PARTY PAYMENT" (BG-DEX-09) übermittelt wird.

Rule BR-DEX-12 requires that in an XRechnung extension invoice, a cac:PrepaidPayment group representing "THIRD PARTY PAYMENT" (BG-DEX-09) must contain a cbc:InstructionID element for "Third party payment description" (BT-DEX-003). The document fails this fatal rule if no such element exists within the relevant cac:PrepaidPayment, or if its value is empty or only whitespace, because the test checks for a non-empty normalized string.
How to fix
Add at least one cbc:InstructionID inside the affected cac:PrepaidPayment element. Set its value to the third-party payment description; it must not be empty or consist only of whitespace. If the element already exists but is blank, replace its content with a non-empty value.
